Most white-label tweaks rely on custom JavaScript, and GoHighLevel does not load custom scripts on the login page. That is why nearly every agency's login looks the same.
The customizer gets around it the supported way: the design ships as one CSS line in your White Label Custom CSS box, which GoHighLevel does load before sign-in. Animation, layout, colors and quotes are all done in CSS.
